How can I save a certain sound from the library, lets say in .wav format to my desktop. Can I even do that? Because I really need to get this one sound saved, it means a lot to me. Thanks

to figure out what sound is which, you can type the following to play the sound in MSN, just replace the random characters I typed with the filename, without the .DAT

There are a number of techniques. First you can find where the data is sotred (off my head i cannot remember however sunshine can) then paste in into a different directory and rename it from dat to wav. Or use the soundpack extractor by segosa which converts soundspacks into mp3 files so you would need to export the sound as a soundpack.
