i was talking to a friend and the sharing folders came up in conversation. He said go into tool>options>sharing folders. i dont have that. is there a way i can enable it?

what country you from?  bare in mind, MS are still having problems with Sharing Folder feature

i see your in Australia, That feature will not work in Australia or some other countries unless you change your passport to America

www.passport.com is the only location where you can edit all the related stuff (click on account services).

Even hotmail (heck, any site which uses .NET passports, links to that official site).

Though, note that changing countries can effect many more features and can even slow down your Messenger significantly.

a .NET Passport can be registered for any email, it doesn't need to be hotmail. Though hotmails (and other MS mails like @msn.com) are automatically .NET passports.
