my first time here and i'm trying to dl Messenger Plus but whenever i click the
"download" button on the top right of the page it says "the connection was refused when attempting to contact www.msgplus.net"

Seems you may have msgplus.net entires in your hosts file, preventing access to the official Plus website. You did manage to download what you wanted, but you might want to read what Cookie had to say if you want to visit the official site for something else.
