For Windows Live Messenger you can even make it any graphic format which Windows reconize by default*, but you still should name the file "lvback.gif" though, despite it wouldn't be a GIF file in that case.
The image will also stay in the lower right corner and will not scroll when you scroll your contact list.
* many formats are already supported. eg: GIF, PNG, WMF, EMF, TIF, JPG, etc...
