Is there a way to change the time limit for custom sounds, so you can have sounds of more than 10 seconds?

In Messenger Plus! Live (which is being released Saturday!) lets you have an average quality sound, 12 seconds long.

Otherwise, no.

if you really want longer sounds you can always use the Audiator script that will be available. As long as you and your contacts have it, it should work well.
