How do I activate the feature that makes alerts pop up when contacts go offline??

If it is for Plus! Live, right click on a contact, then go to the Plus! Live menu, then Event Notifications

or if you prefer to go through the preferences, then Plus! > Preferences > Customise > Event Notifications
