O.P. Huh?  Finding Users Appearing Offline
Is there a way or if it is possible to find out users appearing offline on Windows Live/Plus! Messenger.

No this is not possible, with a couple of exceptions but you will need to know their IP address.  This is the same as block checkers.

OK, knowing a public IP for a user is hard though if it ain't static .. Thanks for the quick response though
