Is there a script which allow over-sized emoticons or we must wait for the new Stuffplug?

no there isnt, you will have to wait for SPNG 3 (stuff plug). you also wont need Plus! to use it

SP3 (Stuffplug) wont have this feature.

Well, technically you can already add oversized emoticons (ones bigger than the default). But it only goes up so far until it resizes them back to the default size.
