 i think that is impossible to set up a forum without sql    
anyway, there's a lot of softwares, like:
 
MyBB 
Vbulletin (u have to pay) 
PhpBB 
Invision Power Board (u have to pay too)
 
just type that names on google, and u're done |

No, it's not impossible.  One that comes to mind is WWWBoard , but I am sure there are many more.

EDIT: I've also heard that PunBB is nice. However, I haven't used it much, but from what I've heard/seen it's very fast. Don't know a lot more though. (It's free though.)This post was edited on 10-06-2006 at 02:01 AM by deAd.

it has it's own built-in database system (if you don't already have a SQL or HSQLDB database)
