Windows Live Messenger's Contact List can also list the contacts who don't have an instant messaging address. Or even if an address is written in the Instant Messaging Address box in "Edit Contact" window, if "Use with Windows Live Messenger" checkbox isn't ticked, then you cannot start convos with them by simply double clicking on them. What icon do you see for that contact in your list: an offline buddy or a phone book icon?

That pending notification is not related to "adding contacts". It is a new service of Microsoft which is named "Contact Updates". For more info, click the link which you'll see when you uncheck the checkbox in "Edit Contact" window.
