please firt check you have MP!L (Messenger Plus! Live) 4.5 installed... then check the version of your WLM (Windows Live Messenger) cause no all the skins are compatible with all WLM clients (Skin DB says the skin compatibility)
then if you are sure that you have the correct WLM for the skin and MP!L 4.5 just double click the file and a popup windows will appear and just follow it to install it...
