so why use video call or webcam chat if both are free, should microsoft either have webcam chat or video call and not both?

Video calls are only available if both contacts have a webcam, also sound is available on video calls, the webcam option is there so you or the contact your speeking to can go on webcam by themself, also no sound is played.
