You should be able to change WLM language by replacing msgslang.8.5.1302.1018.dll in C:\ Program Files\Windows Live\Messenger\: you only have to find the english version of this file and paste it in that folder (rename the old one as backup).

Same thing with WLM 2009 Beta, but the filename is different: msgslang.14.0.5027.0908.dll.

Anyway I think it's better to unistall spanish version and fully reinstall the english one (after cleaning the registry) by using this standalone installer. ;)

I found a solution to this problem, You don't need to uninstall or install any thing at all.
First you go to your profile edit on windows live you chose your preferred language and change it, save it to your profile Then  Close your Messenger down.
second and last action you open your 
control panel-->add/remove software or program you find windows live messenger select it and hit  repair  open your messenger again wupti the language on your windows  messenger is changed :)
