No, it only comes up with that because you have 8.1beta, which is very old. 8.5 is the latest stable version. If you completely remove any messenger you have installed now, download and install Windows Live Messenger
8.5 and see if the problem persists, if it does, it is most likely a server issue and as such you'll just have to wait it out. How long have you had this problem?
If you have a second account you can try signing in with that and see if you still get the issue, this'll determine if it is the servers or something on your end. (Different emails connect to different servers)
