There is no program that will magically make the script for you, if thats what you're looking for. You will have to type it out yourself. As for what program to type it in, any text editor will do. The script editor bundled with Plus itself is a good place to start.
The build-in editor of Plus! has syntax highlighting, it also offers a list of all the functions you can use as you type and you can immediately test and run your script and see the debug output etc.
It's the easiest way to make and edit scripts and contains everything you need right from the window.
menu Plus! > Preferences > General > Scripts > Create New
