I haven't really seen issues when burning CD's, but when burning DVD's in when you have to get slower.

I never really had a problem with DVDs either, but I suppose as long as you don't have any buffer underruns you'll be fine

I've had a few issues with burning ISO's and certain programs, but yeah, generally no problems.

Depends on your burner, the CD/DVD you're burning on, and sometimes your PC performance. Your burner and the CD/DVD will ofter have a recommended maximum speed written on it. If your PC is slow or you're doing heavy work while you're burning the maximum speed might be lower than that.

Usually you can just leave the default settings though, the program will figure it out for you.
Finish the problem
