I hope that your CD can access the recovery console.
When the setup loads, press R to enter the recovery console. Windows should prompt you to select your windows installation (keep the drive letter of Windows' location). Select the correct partition and then enter the administrator password that you entered while installing Windows (if any. This is
not the password that you may use when logging in to Windows!).
Now you will have to find the drive letter of your CD/DVD drive. Well, the only way to do that is to go through letter C to F and
dir each drive and check the contents until you can find your CD/DVD drive.
Once you find it, type
cd i386 and then type
expand hal.dl_ <letter that I told you to keep in mind>:Windows\system32\[/i].
After that, type exit and see if Windows boots.
I'm not sure if you can replace a hal.dll this way, since I've heard that every hal.dll is unique for that computer, but you lose nothing to try it...

Windows Setup might show the partition letters different than you would see them in Windows.

Not possible since the message appears before Windows boots and you can't boot into safe mode either.
