What do you mean you can't do that? What exact step doesn't work?
1) Right click on the taskbar button
A menu will now popup
2) Choose 'Move'
The menu will dissapear
3) With your arrow keys you are now able to move the window. Only use the arrow keys without pressing on any other key.
(Normally you could also move the window by moving the mouse at this point)
4) Press <Enter> when the window is positioned.

Do you have any addons installed?
Do you have some screen tools installed?
If so, uninstall them, reboot, and see if the problem is still there.

Another thing you can try:
- Close every conversation window in Messenger
- Open the registry editor
(Start > Run > regedit.exe)
- In the registry editor, navigate to the folowing key and delete it:
HKEY_CURRENT_USER\Software\Microsoft\MSNMessenger\PerPassportSettings\<windows live id number>\IMWindowRect
Where the Windows Live ID number is the number of the account you have troubles with.
You can find/calculate this number here: http://messenger.jonathankay.com/msngrid.aspx
On that page you can enter your Windows Live ID in the textbox (the email you sign in with in Messenger) and the number will be calculated on the fly.
- Close the registry editor
- Open a new conversation window.
Can you now see the window displayed properly?
