You can't "turn off" the Log Viewer... it is a tool which you initiate yourself, it doesn't popup out of the blue by itself. So, instead, simply don't use it...
If you mean you want to turn off the chat logging of Messenger Plus!:
Plus! > Preferences & Options > Conversations > Chat Logging > Enable chat logging by default
