The thread that Cookie linked to explains the issue - for RTL versions of WLM the tabbed chats feature has been disabled. And apparently you can't fix it yourself, as was pointed out in the post by matty [link].

Please read the two threads you were referred to, everything has been explained there. (RTL = Right To Left, languages that read from right to left such as Arabic and Hebrew.)
