There isn't a main reason. It is a mix of all different reasons, all important... technology can be one of them.

No
Though, some people can be influenced by it in the negative way.

Not much. At least not in the way of laws etc. Though they can provide more (free) help programs, better (free) education (main issue) and even more "sponsoring" outside activities/programs in general so people don't get bored (and flee into there computer games and get socially isolated)
