I thought even msgplus can modify WLM to use polygamy, apatch also does it, even with skinning you modify WLM. So i think it's not so against the rules after all, and if it is they are not doing anything about it. It's not the wlmcomm.exe (that doesn't even exist), it's wlc.msi that's required, but not only that, also the contact.msi. You should install the .msi of wlm, the normal setup doesn't work. With the newest WLM Beta it's getting a bit more complicate because you have to install certain msi's that are in the Windows Live Installer, but i suppose you don't need that.
