You probaly enabled it before via the wizard that started after you install, but since you reinstalled Windows it got set back to the default, which means it is turned off. CookieRevised, With Skype 5.8 Plus! for Skype does create these files/recordings when you stop the recording yourself. The same Plus! version is used on Skype 5.9 therefore it is a bug.
