I have a contact that we both have downloaded and installed Messenger Plus (forSkype) but when trying to send a wink or sound, we both get the pop up stating 'So and So does not have messenger plus for skype and can not use this feature. We both have installed it, why is it that we can not use it?
Please someone help us with this?

Try uninstalling and reinstalling new build uploaded today. If you have the latest version of Skype and latest version of Messenger Plus! (for Skype), there should not be a problem sending winks. What operating system on your PC do you have?

I have the same problem, with all my contacts that have iplus, and they too with them contacts.

I guess updating and then restarting might fix the problem. I too had faced a similar problem, tried a few workarounds so not quite sure which one actually worked.
