Sorry I didn't read the entire thing. You can use the Inet Control (just search on the website for that)

You use the search at the top, and select Visual Basic from the drop down list.

The Closest I could find was the
AltaVista: Babel Fish Translator Buddy
But when you use it, it opens a new window.
I want to know how Plugins insert the Translated text into Conversation Windows.
