If I create a custom emoticon, it won't let me put it in my sign in name aka nic.

nope, because custom emoticons in nicknames aren't possible...
And this can't be fixed; nothing can be done. It is a (good) limitation.

Each custom picture, (emoticons, display pictures, etc...) needs to get send to the contact before he can see it (and this also happens when you use a custom emoticons in a conversation; it will be send). If MSN would allow custom emoticons in nicknames then that means that the pictures must be send to all your contacts. And this will flood the servers and many contacts with unneeded pictures.

Aren't DPs and CEs transferred peer-to-peer, like file transfer?

I think they are transferred P2P, as all files are. If you think about it, how many millions of DPs and CEs are there? If they all went via the servers, then they'd be loaded far too much.

well it uses the MSG command to transfer it... and most file transfers  are transferred that way too...

The MSG command is to initiate the transfer IIRC. The actual transfer itself happens P2P, as the files are usually too large to transfer in a MSG packet.

Anyway, this is getting a little off-topic now.

I'm not sure why they decided this, as the emoticon would only have to be sent once and cached. It's just the way it is until MS change it.

Because it has to be sent to ALL your contacts. Even if they don't want it to be sent (eg. I don't want my temporary internet files to be cluttered up all the time by hundreds/thousands of CE's). This is very different then when you are initiated in a conversation and CE's or a DP is send.

And since it has to be sent to all your contacts whenever you change your name, it also goes through the servers (the MSG initiation) and the servers need to initiate such a stream to all your contacts, etc.... So, the logic reason why it isn't added, is because of the flooding, slowdowns and enourmous bandwidth that it will generate....

(also make this calculation: you have 50 contacts, and you have 2 CE's in your nick, this means 2 x 50 x 500 Bytes (average) = 50 Kb! has to be sent (on picture data only, so the other protocol-data isn't even added!) each time your name is sent, requested, used, showed, etc. Yes, of course the CE's can be cached but it will still be a huge amount of data for you only. So do that times what? 20 million (amount of people using messenger)? 10 million?..........)
