whats "Elite Members" mean what can thay do that normal users can't do?

I believe they can access the staff forum, can rate people with +2 and are respected for being Elite.

But they can access a forum that normal users cant see.
Because i have seen some normal users saying "Why this? :(" and elite members replying "There has been a poll on elite forums and this was choosen"

I don't believe there is an elite forum, I asked a while ago and some admin (can't remember who) said that there is no such thing...

Can't the elites like view stuff that we can't, like reports and stuff though :S.. I really have no Idea what Elites do to be honest.. I never have... :S
