I download some plugins from the internet how do I install them in adobe photoshop 6.0

Unpack and/or install them to "C:\Program Files\Adobe\Photoshop 6\Plug-Ins" or wherever you have Photoshop installed.

I got it off a P2P network but there is a file plugins and there just a bunch of 8BF is that were they would go?

Try unzipping it to that plug-ins folder, that may work. If PS is running while you do this then be sure to re-start it after you unpack these files to the plug-ins folder.

I tried didn't work in that plugins folder there are many more folders like effects etc....

No idea it's just one folder with a bunch of the 8BF file extensions
