Actually - it's not illegal to mod a console - it's your console (thought it may void the warranty). It is, however, illegal to use mods to rip/copy games.
Case mods don't even fall near that category (though they still void the warranty. Oppening the case, no matter what, voids the warranty)

I know that, but I'm talking about a case mod to make illegal copies of a disc and that the case mod doesn't fall near that

Chipping a PS2 to play copied games isn't illegal.
Copying games for personal use isn't illegal.
It was even on the news here that it isn't illegal.

You can't buy other cases for the PS2 from Sony or Sony endorced companies.
And modifying the case, oppening the case...doing anything to the case voids the warranty

There was another site where the case just slips over the PS2 and says it doesn't void the warranty... ill find the site and post

you can do what mwe99 said and use skins, but they dont generally allow you to ut LED's in ur ps2.
Mostly the ps2 sits out of sight and only the front is seen.......
