What would be the best site to create a blog on? (Dont suggest MSN Spaces)
Edit: I would like to be able to have a photo album.

Blogger, that's a good and simple site, owned by google 
... and it's free.
But of course, I you have a php enabled host that you can have 1 mysql database with, I would suggest using Wordpress.

If u have a php host with mysql then u could do like i did .... u could use wordpress and a gallery script
