I'm afraid that there isn't one, anything like this will require a php enabled host, which a lot of the time, means hosting that you have to pay for.

I just set up an image hosting and avstar hosting for forum members. However i was blocked by the server firewall again making the subdomain 
When i get access i'll tell you. Dam server firewall
