if you right click on the task bar, and click Task Manager, does the task manager come up or not?

Does it work when you press

CTRL+SHIFT+ESC? then click on the task manager?

Erm...no, nothing happens

Try this too:

Start > Help and Support > Search 'Task Manager' > then click the:

Overviews, Articles and Tutorials

>>>Task Manager<<<

When that is opened click 'Open Windows Task Manager.' and see if pops up like that. Could be a shortcut issue

Additionally

WORKAROUND
To work around this behavior, perform the following steps:
1. Click Start, and then click Run.
2. Type taskmgr.exe.
3. Hold down CTRL+ALT+SHIFT at the same time, and while holding them down press ENTER.

I found a solution here, this isnt the direct problem but may help you fix it.

can you check if taskmgr.exe actually exists?

RE: Small Computer Problem [not solved] by mwe99 on 06-25-2005 at 03:16 PM

Hm im thinking its a virus or something then,

"thanks guys, i fixed it. i ran adaware and found a whole bunch of spyware. god knows where they came from because they just appeared today. taskmanager is back."

To check try running 2 different spyware scans and 2 different adware scans, to see if any pick up on others that have been missed.

That happened to me. The problem is a virus or a adware/malware/spyware. Also you can run in sa-fe mode and check for 'weird' programs in
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS\RUN
&
HEKY_CURRENT_USER\SOFTWARE\MICROSOFT\WINDOWS\RUN
&
START->STARTUP.
