The only option now is to e-mail Microsoft Passport support with as much info as you (sensibly) can to prove that your friend is who she says she is, and hope MS believe her and reset her password.

Then tell her to keep her password secret, and make it hard to guess. Ideally, a password should be between 6 and 123 characters long, and include characters from at least three of the following categories:
- Uppercase letters
- Lowercase letters
- Numbers
- Punctuation

OK look!

these are the only ways to reset ur pass:

1- you should know ur secret answer (if not then)
2- if you have an alternate email option, u can send the pass to ur sec email
3- if u have billing info
4- is by contactiong Passport support  Here
And provide them the info listed bellow, they need it to investigate about ur issue

1. First and last name
2. Sign-in name you are having difficulties with
3. Date of birth in the form "month/date/year"
4. Country or Region
5. State
6. Zip Code or Postal Code
7. Approximate date of the last time you successfully signed in
8. Exact Microsoft Passport Network site you last visited on your last successful sign-in
9. Approximate date you registered the account
10. List of as many of the former passwords you used with the account as you can remember
11. List of as many of your folders in the account as you can remember, aside from the usual Inbox, Junk Mail, etc.
12. Name of your current Internet service provider and any past Internet service providers you have used (i.e. MSN Internet Access, Verizon DSL, AOL, Freeserve, etc.)
13. Name of the organization that you access the Internet from, if you access the Internet from outside your home
14. List of as many former secret questions and answers for the account as you can remember
15. The IP address for each computer that you use for the account

* Please be advised that an IP address is a code made up of numbers separated by three dots that identifies a particular computer on the Internet (Example: 222.222.22.0). You can determine your IP address for each computer by visiting http://www.whatismyip.com/ .

Other Wise there is not way to get it back :) !
