maybe I'm just stupid and blind... but where did the random sounds thing go? how do I get to it? I just got 3.60 and I can't find it...

It still is where it always was:
The small menu with the speaker icon is enabled by enabling:
Plus! > Preferences > Instant Messages > General Options > Enhance the toolbars with Messenger Plus! features
