Is there anyway that you can restrict a .exe with a certain name from ever opening? Without using any firewall software... Maybe some third party to aid it along...

umm, put it on your virus scanner's black list?
I don't think that you can restrict a program from opening, unless maybe you include it as an archive in another exe, so that it asks a password, or something

The antivirus solution isn't even that bad, especially when you can password protect your settings.

You could also try Trust-No-Exe. It's free and works with Windows NT/2000/XP and 2003. Looks you're not limited to blocking all exe files...
