Image++ is a senior year project implanted in the department of science at the American University Of Science and Technologie - Beirut, was Developed by Richard G. Kheir, B.S. During spring term 2002 - 2003.

Image++ is an image processing software which takes any image and reconstruct it from a data base of miniature images.

The Software partition the original picture into w x h grid, then computes the color index for each grid cell, and searches the database for the nearest matching image.

Finally, The original image is reconstructed from a plethora of miniature images, the number of miniature images needed for reconstructing an image is computed using the following  formula:

W x H

w x h

Where W: is the original image width, H: is the original photo Height and w: is the minature image width, h: is the minature image height.

So pretty much you remake an image with a bunch of smaller images that put together from a distance looks like the original picture?

Photo mosaic, even Patchou is doing it :):

But yes, creating the actual software to do it is a bit harder. Nice.
