DJKAL: Frontpage seems to be popular among persons with those requirements -- "drag and drop", no technical skills needed to create relatively complex sites. The drawback ( besides being called a n00b ) is that it works best when your host supports something called Frontpage Extensions; it can still be used without the extensions, but some features won't be available.
