You can get software that will save normal docs as a pdf file (pdf 995.) As for editing I can imagine that you'll need adobe acrobat, i'll have a look around for you. :P

If it's only a short PDF or just text based you can always just copy the text into a document, change what you have to then use one of the free programs to change it back to a PDF.  And if there is a couple of images in it that you want you can always just take screen shots.  I wouldnt know of any other way of doing it.

If you want to produce PDFs, then I recommend OpenOffice.org, which is a fine free alternative to MS Office, and can export to PDF.

There's a couple of other good PDF editing tools I use. Foxit Editor and the Nitro Pro PDF editor. They both have trial versions so you can use them for a while without cost.
