Not generally and data recovery for them is really expensive.

The board inside the HDD is probably fried.

It would probably cost you more money than it's worth to repair, especially with a problem like that :p. You may aswell buy a new one, they're quite cheap.

Although, not saying getting the data off of it would cost loads.

I recently saw a site in which a guy bought a cheap drive off E-Bay, took out the actual disk surface, and put the surface from his bad drive into the good one. Claims he was able to recover most of the data, save for some bad sectors.

Don't have a link though. I would say that it CAN be done, but at great expense of time

if it's new go to the shop where you buy it and demand a refund / new one

Since it's a new hard drive it's obvious to RMA it!

But if it did have data on it if your interested..

Buy the same hard drive again and remove the circuit board and use it to replace the fryed board on the broken HD.

Note for those interested: recovering data on burnt hard drivers is fairly easy when you'be got the right tools. I personally use R-Studio and it saved my life on more than one occasion.. the only thing you need is a lot of time and a second hard drive where your files will be copied. Last time I used it, it even successfully recovered 100% of the file of my RAID 0 partition after one of the disks died :).
