What's the best way (no software or free/easily crackable software :P) of completely stopping access on an account to folders, INCLUDING system folders such as Program Files. No offence but I've been changing settings/searching for ages so don't need suggestions such as Right click > Make this folder private :P

Also, ways of blocking access to certain programs would be good.

Basically, making a user account with EXTREMELY few privileges - just to IE ideally.

(I have full administrative access etc)

It is impossible to give an exact recipe for doing something like that, but the two tools you want to understand and use to accomplish it are NTFS permissions and Local Security Policy.  There's a lot written about both, Google them (one at a time).

You should take care changing permissions on system folders, as making a mistake there could lead to an unusable system.
