ok so today i went to this corner store they had free access to high speed internet so i thought hey why not but i sat down and was browsing, and for high speed i found it rather slow so i checked the speed. It say its freaking 100 MPS! but there was no way that it actually was i talked to the owner about it and all he says is that the provider (it was some whacky name) seriously had that connection speed but twasnt 100 MPS i am sure. why is this?

If the guy saif that he does have 100 mbps access, then he might, but I doubt it.
Often when people check their connection speed and find it to be 100 mbps, they actually checked their LAN speed. The LAN is connected to the rest of the Internet through a router. Everything on the local side fo the router will be fast, but the WAN (Internet) side will have the true speed fo the connection.
I have 512 kbps Internet. My OS doesnt know that.
