I seem to have a little issue with some of my desktop contacts. I'm not sure, what causes it, but for some contacts no tooltip is displayed.
Sometimes moving a floating window, adding/removing a nickname, changing it's appearance, (dis)allowing to stay on top etc solves the problem.

I find that ToolTips in any Windows app can be buggy, so it may not be Plus! itself.
