I have a Japanese domain name and want to optimize its visibility in the Japanese search engine environment. How do I do that?

The best (and only) thing you can do is set the language meta tag
code:
<META http-equiv="content-language" content="ja">
I'm not even sure if Google looks at that, but it will help you on at least some local search engines.
