Iv been noticing some scripts like "live notifier" and "chat counter" and I came up with the idea for this. Would it be possible to have some sort of setting or way to find out how many chats your contacts have open? Or if they are currently sending messages to others. Without your contacts installing any scripts.

Nope, the protocol doesn't supply that information.
