Idle means that the other person is away from his keyboard and mouse for 5 minutes (if I'm not mistaken).
If you don't press a keyboard key or you don't move you mouse your status is set to idle.

Note that is also possible to fake an idle status as you can read in this thread/post

You can set the timeout in WLM's option to set you idle.
The default (I think) is 5 minutes :)
