Ummm,
He said "Programme" and yes there a few e.g:
dreamweaver, frontpage etc...
But there not recommended. It's so much better to learn html and css

Even if you can create your website for free using a simple text editor, you need somewhere to place this website for others to view. Some free hosts can be found in this thread.

I recommen Homesite 5.5
more lite than Dreamweaver, but still useful
also Adobe Go live CS2 is good

Free WYSIWYGs include Nvu, Mozilla comes with one i think, PHPdesigner. There are lots out there.
