Yes it's possible but not with a script, i don't know how to do that but i'm sure it's very difficult. ^^
nb : And the OS on the video is linux.

Yeah.
It is possible.
(Oviously because the person was recording it from his computer)

i know its linux but wouldn't it be possible to just use the code from the app? (if its freeware and with released source)

it's Beryl with linux, which i think is an XGL app, which doesnt work on windows...

transparent form with a gif animation, maybe it can work
