No again on that, Reasons
1) They could have a heavy file size and people with slow internet connections or Dial-up will have to wait a lot of time for the dp to load and also will eat a lot of bandwidth for them causing their internet to slow down.
2) This could be used in a wrong way too. Like people making annoying animations as their dp.

Remember msn messenger 6.2-7.0-7.5, windows messenger 4-5...

Every version better than older.Maybe we can see in Wlm 10-11...Perhaps the name of messenger again will change. :P

It is always possible, but the chances are extremely small to none-existent.

And if it was done, it will be extremely limited (eg: see emoticons). Don't forget that display pictures are automatically downloaded by your contact's Messenger. This can produce heavy use of bandwidth and server bandwidth. Emoticons are not loaded automatically by all your contacts, only by the ones you write the emoticon too. That's a big difference.

You can make them, but they will not be allowed because they aren't signed.

Signing can only be done by buying a license from Microsoft and the license is not sold to just anybody.

If they only display the first frame on the Gif doesn't it still have to download the whole Gif, so won't it use the same bandwidth?

No because the gif isn't send/downloaded at all.

The images you select (doesn't matter if they are gif, bmp, tif, jpg, etc) for your DP are converted to PNG's first.

to add to what cookie has said: microsoft are making to much money to just allow an addon to do it.
