Okay so my WLM broke, so I uninstalled it and tried to re-install this.. I now get this message (and yes I am logged on as an admin.. )
Oh yeah and I did search 
tried to run as administrator but still no workies

Did you try logging into your Administrator account and try to install it?

He means the actual account named Administrator
To access from windows xp login, hold Ctrl + Alt and hit delete twice, Type in the name "Administrator" and whatever password you assigned during windows setup. Try installing it from there and see what happens!
