I used to have this friend that i liked..
but he changed 
He started to keep spamming me on wlm.
So i blocked him.
Unblocked him awhile later to give him another chance. And he continued to spam. so i blocked and removed him.
But now he spams me by email.
How can i stop him?

In most (web) email clients, you have two choices:
(1) Create a filter that automatically deletes emails from him or sends them to a spam folder
(2) Report emails from him as spam. (in many email clients, the spam filter will adapt and automatically report him as spam)

or if you particularly hate him, report him to his ISP. simple

Fight fire with fire spam back in hotmail you can stop him from sending emails to you period
Hotmail.com in your account >mail optoins>junk email protection theres were you can choose what you want to do with his email
